It was eligible in 2015, 2016, and 2017 was it's final year of eligibility, regardless of availability.

I guess the same applies to Birdboy (2015), which had its first limited runs in 2017 and only now becomes a little more widely available via home video releases (US: March, France: June). What a shame.

Actually, historically I've ignored the initial year of release in circumstances like these, where the listed screenings were limited to festival screenings and the film didn't receive official release in its country of origin until a subsequent year. So Birdboy is eligible for 2018.
