1990- Awakenings.
Sure there's Goodfellas, Close-Up, The Grifters, Miller's Crossing, Metropolitan, etc.- but my personal choice is Penny Marshall's moving film about a bond between two men formed in uniquely challenging, troubling, and ultimately enlightening circumstances. Some might look at is just a sob story and I was probably the right age to see this and not find it contrived or just depressing for its own sake, but De Niro and Williams are undeniably great together. Just a very sweet, humble, and emotional film. Sits somewhere in my Top 100.
