I think it's also called split-field (as in depth of field), but basically when they divide the frame to have two different focal points, usually one in the foreground and one in the background.

Kinda. I think it uses a special lens or something so that two planes can be in focus. It is often used in scenes where two people are talking and they are on different planes. Usually there is a pole or something which obfuscates the part where it splits.
