The new law doesn't affect the life of a minority government. If enough opposition MPs vote against a minority governing party, then the Governor General will call an election after a meeting with the PM. The particular situation now is that Harper went to the GG for an election before any Parliament work was attempted. He simply thought 'Parliament isn't going to work.' Now he might pay for it.
I really don't see the Conservatives escaping this with more than another minority, and even then it could become a Liberal minority.
