I have it just the opposite... it's close though.

Wings of Desire.  It opened my eyes to the power of a good art film and contains one of the greatest shots I've ever seen. 
At the Nick Cave concert, an angel starts to feel the initial longing to be human and the lights make it look like the angel's shadow is continually trying to leap away, only to get pulled back down.

Can't remember, but they have the audacity of bringing Chow back as the twin brother of the guy who died in the first movie. That alone is worth it. Also, the final shootout is one of the most badass action scenes in Woo's catalogue.
