I think it's brilliant costume, hair, and makeup for the character. It's totally what Nancy would have worn to a graduation party.

Was Tessa one of the people who had an unrequited crush on Joey at some point?  I can't remember.

I love the way the party continues on in the background later in this shot (through the window).  And, for what it's worth, I love that color on Tessa.
