It's not that it's rated low, it's just not most people's #1 Lumet.  12 Angry Men and Network are both very, very popular.

So many great films. I'm tempted to say 12 Angry Men is his best, but my personal favourite is The Verdict. Taxi Driver for lawyers! Paul Newman was absolutely superb, but it's just beautifully produced.
