City of Hope is so great.  And the DP is Robert Richardson.

I was just discussing with my girlfriend how great Sayles is and yet how completely impossible it is to explain his career.  I love Secaucus 7 and Brother from Another Planet, but they don't seem like even remotely the same filmmaker who made Matewan and City of Hope, which I also love.
Lone Star might be my favorite, but I have an almost inexplicable fondness for Brother..., too.

Secret of Roan Inish is the only one I've seen - I liked it a lot.

 Matewan
 Eight Men Out
 Passion Fish
 The Secret of Roan Inish
 Lone Star
 Men With Guns
 Limbo
 Return of the Secaucus Seven
 The Brother from Another Planet
 City of Hope

Huh. I found it incredibly hard to rank them in any meaningful way. Sayles' work is a bit like that sometimes.
