Bondo this system looks complicated... I have no idea what we're supposed to be doing.
Why can't we just submit ranked lists like all the other top lists?

Submitting a ranked list is exactly what you are doing right now. Just create a list (anywhere from one to one hundred docs) and send it to me.

As to why we have a second step. Pix and I have been wanting to test out this system under the theory that you get a more accurate ranking of the forum's favorite films as a whole if you give people a say on the ranking of every film on the list that they've seen and not just the ones they happen to include on their ballot. Thus we use the ballot system to qualify the films and a rating system to rank them. Worst case we still have a top 100 based on ballots (though I won't reveal that ranking until the second phase is done).

As a second point, some people find the process of putting together ballots very intimidating so they might not participate in this part. But maybe that same person would not be as intimidated at the prospect of simply assigning a rating to the films they've seen from a fixed list. So hopefully that will promote participation.
